2. Recognizes the important role of civil society, at all levels, with the consent
of the State concerned, in providing assistance during financial and economic crises and in
humanitarian crises, including armed conflict, natural disasters and man-made disasters, as
well as during the stages of recovery, relief and rehabilitation, and also in the realization of
transitional justice goals and in the reconstruction of society;
