The first preambular paragraph should read
Recalling the International Covenant on Economic, Social and Cultural Rights and the Declaration on the Right to Development, adopted by the General Assembly in its resolution 41/128 of 4 December 1986, and emphasizing that these two instruments oblige States to strive for the realization of all economic, social and cultural rights, including the right to development and, in particular, adequate housing as a component of the right to an adequate standard of living and the right to non-discrimination in this context,
