The eighteenth preambular paragraph should read

Noting with concern that false statements of facts recognized as genocide on the

basis of and as defined in the Convention may risk undermining the fight against impunity

and genocide prevention efforts, while reaffirming the freedom of opinion and expression

as provided for in articles 19 and 20 of the International Covenant on Civil and Political

Rights,
