IMPLEMENTATION OF GENERAL ASSEMBLY RESOLUTION 60/251 OF 15 MARCH 2006 ENTITLED “HUMAN RIGHTS COUNCIL”

Finland (on behalf of the European Union): amendments to draft resolution A/HRC/3/L.2 Preparations for the Durban Review Conference

1. Amend the title of the resolution to read as follows: “Preparations for the Review Conference on the Implementation of the Durban Declaration and Plan of Action”;

2. In the fourth preambular paragraph after the words “programmes of action” replace the phrase “have largely not been achieved” by “have only been partially achieved”;

3. Amend the fifth preambular paragraph to read as follows:

Welcoming the unanimous decision of the General Assembly on 28 November 2006 by which the Assembly declared 26 March 2007 as a day for the worldwide commemoration of the two-hundredth anniversary of the abolition of the trans-Atlantic slave trade;

4. In the seventh preambular paragraph after the word “plan” replace the existing text by “for the review conference on the implementation of the Durban Declaration and Plan of Action”;

5. Replace operative paragraph 1 with the following:

Decides to request the Inter-Governmental Working Group on the Effective Implementation of the Durban Declaration and Programme of Action to engage actively in preparing the review conference on the implementation of the Durban Declaration and Plan of Action, which shall, in accordance with the established practice, be open to the participation of all States Members of the United Nations and Members of the specialized agencies and also with the participation of observers;

6. Replace operative paragraph 2 with the following:

Decides also that Inter-Governmental Working Group of the Effective Implementation of the Durban Declaration and Programme of Action shall hold, starting with its 2007 session, an additional meeting of one week further to its regular two-week meeting in order to formulate a concrete plan for the review conference on the implementation of the Durban Declaration and Plan of Action;

7. Delete operative paragraph 3 and renumber the subsequent paragraphs accordingly;

8. In former operative paragraph 4:

− Replace “Governments” by “States”,

− After “the Special Rapporteur on freedom of religion or belief” insert “the Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression”,

− After the words “Programme of Action” delete the words “the five experts on complementary standards”,

− Replace “Preparatory Committee” by “Inter-Governmental Working Group on the Effective Implementation of the Durban Declaration and Programme of Action”, and

− At the end of the paragraph, replace “Review Conference” by “review conference on the implementation of the Durban Declaration and Plan of Action”;

9. In former operative paragraph 5 replace “Durban Review Conference” by “review conference on the implementation of the Durban Declaration and Plan of Action”;

10. Replace former operative paragraph 7 by the following:

Decides further to remain seized of this priority issue.
