The eighteenth preambular paragraph should read

Recognizing, as appropriate, the urgent need to address, and to take necessary steps

to prevent and stop, the use of legislation that, where it exists, hinders or limits unduly the

ability of individuals, groups and organs of society engaged in the promotion and protection

of universally recognized human rights and fundamental freedoms to exercise their work,

including by reviewing and, where necessary, amending relevant legislation and its

implementation in order to ensure compliance with the obligations of the State under

international human rights law,
