Underscoring the importance of access to information, as appropriate, and of the

effective participation of individuals, groups and organs of society engaged in the

promotion and protection of human rights in consultations, decision-making processes and,

where relevant, implementation efforts related to legislation, policies, programmes and

projects, with a view to mainstreaming, promoting and protecting human rights,
