The twenty-first preambular paragraph should read
Expressing grave concern at the serious nature of risks faced by individuals, groups
and organs of society engaged in the promotion and protection of human rights, including
threats, attacks and acts of intimidation and reprisal against them in different parts of the
world, and gravely concerned about the resulting negative impact on the realization of
economic, social and cultural rights, including violations and abuses in this regard,
