Paragraph 8 should read
8. Recognizes the importance of national protection programmes for
individuals, groups and organs of society engaged in the promotion and protection of
human rights, and encourages States to consider, as appropriate, enacting relevant
legislative and policy frameworks to this end, in consultation with relevant stakeholders;
