7. Calls upon States to promote an approach to women’s health that fosters a

functioning health system, with adequate supplies, equipment, trained personnel and

infrastructure, and an efficient system of communication, referral and transport to support

women’s right to the full enjoyment of the highest attainable standard of physical and

mental health;
