The eleventh preambular paragraph should read
Underscoring that domestic law consistent with the Charter of the United Nations
and other international obligations of States in the field of human rights and fundamental
freedoms is the framework within which all individuals, groups and organs of society
engaged in the promotion and protection of universally recognized human rights and
fundamental freedoms should operate,
* State not a member of the Human Rights Council.
