After paragraph 2, insert a new paragraph reading
2 bis. Recognizes the importance of civil society engagement with international and
regional organizations in accordance with the purposes and principles of the Charter of the
United Nations, where applicable, and Economic and Social Council resolution 1996/31,
while respecting the sovereignty and territorial integrity of States;
* State not a member of the Human Rights Council.
