After paragraph 39, insert a new paragraph reading

39 bis. Expresses its concern at the findings of the Special Rapporteur on the

negative impact of unilateral coercive measures on the enjoyment of human rights1 and the

Commission of Inquiry2 that sanctions exacerbated the suffering of Syrian civilians by their

negative impact on human rights and humanitarian access;
