Egypt (on behalf of the Group of African States), Morocco* (on behalf of the Group of Arab States), Pakistan (on behalf of the Organization of the Islamic Conference):
draft resolution
9/… Security arrangements for the Human Rights Council
The Human Rights Council,
Recalling General Assembly resolution 60/251 of 15 March 2006 and the Vienna
Convention on Diplomatic Relations of 18 April 1961,
Concerned by the continuous obstruction of the functioning of Council meetings due to the
unnecessary security arrangements imposed on representatives of Member States,
__________________________________________
* Non-member State of the Human Rights Council.
Alarmed at the absence of arrangements necessary to secure many of the meetings
held at the United Nations Offices at Geneva,
1. Decides that the security arrangements followed for the Council and for related
working groups shall be identical to those followed for the main committees and the
plenary meetings of the General Assembly;
2. Decides accordingly that representatives of Member States shall not be subject
to security checks, besides identification, upon entry to the meetings of the Council and
related working groups;
3. Requests the Secretary-General to bring the present resolution to the attention
of all relevant departments of the United Nations and to ensure its implementation.
